GSM 900/1800 compatible with Australia, New Zealand, and European mobile phones but not American or Japanese mobile phones. Most modern mobile phones are two or three bands and work fine in New Caledonia. There is a GPRS system available for connection to the Internet but it is not available to non-residents.
For those without a triband mobile phone you can buy one in Noumea for a reasonable price and get a mobile pay in advance card.
The GSM network covers all of New Caledonia, the Loyalty Islands and Isle des Pins. However, there are lots of areas where the signal fades or does not work at all. You can pretty much depend on coverage where there is a sizable village or town, and there are many remote areas that have line-of-sight to an antenna.

When cruising close along the coast the signal appears and vanishes as you pass villages and towns.
Most countries - and mobile phone providers - have a roaming agreement that works in New Caledonia - You need to set this up by your phone provider before you leave. It's a good idea to get a phone number for your provider that you can dial from a foreign country, too, as the "toll free" numbers are not accessible. However your foreign based phone will be unable to use GPRS data here in New Caledonia.
This "pay in advance" service is probably the best deal for using your mobile phone in New Caledonia if you plan on staying for any length of time. There are numerous providers that can quickly and easily fit your GSM phone with a New Caledonia SIM card.
Also get a Carte iZi which allows you to connect to the Internet at very low rates. You can buy both at any post office.
